As of the 2024–25 academic year, medical colleges founded will be given a maximum of 150 undergraduate seats, provided that the institution adheres to the ratio of 100 MBBS seats for every 10 lakh residents in that state.
The National Medical Commission (NMC) stated in its recently-issued “Guidelines for Under Graduate Courses under Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses and Assessment and Rating Regulations, 2023” that colleges seeking a greater proportion of seats cannot exceed 150 MBBS students starting in 2024–2025.
According to the rules announced on August 16, any extra seats that are allowed for admissions have to fall within the number of seats allotted for admission to that college.
Starting from the academic year 2023-24, colleges that initially requested a certain number of seats but didn’t receive that amount may have a chance to request the same number again (either 200 or 250 seats) for the academic year 2024-25. Additionally, new medical colleges will only be granted permission to establish programs with annual intake capacities of 50, 100, or 150 seats after the year 2023-24.
After the publication of this amended regulation, every hospital requesting permission to establish a medical college must include a medical college, an attached teaching hospital, and hostels for students and interns, regardless of a residential area for faculty and other college or hospital staff. According to the rules, the teaching hospital or institution, the medical college, and the intern and student housing must all be on the same campus or no more than two campuses.
The distance between the hospital and college plots must be traveled in no more than 30 minutes, per the rules. There must be at least 220 beds in the hospital.
According to the college’s geographic location, any hospital requesting authorization to build a medical college must have affiliated rural health training centers, community health centers, or urban health centers that will be used for internship training.
Every medical institution is required by regulations to establish a skills laboratory where students can hone and perfect the abilities outlined in the curriculum. The skills lab makes an effort to accurately and to varying degrees replicate the clinical setting and the tasks that aspiring medical professionals must undertake. Skills labs serve only to get students ready for clinical experiences. It cannot be utilized to conduct exams in place of hands-on clinical training or as a substitute for it. Prior to being assigned to the wards for clinical training, trainees must complete a required six weeks of skills lab instruction, which includes evaluation.
According to the requirements, the skills lab must have a total space of at least 600 square meters for intakes of up to 150 MBBS students yearly and 800 square meters for intakes of 200 and 250 MBBS students annually.
According to regional bylaws and regulations, hospitals should have patient evacuation plans and other fire safety precautions. Additionally, they must adhere to the rules governing the accessibility of facilities and services for people with disabilities.
All faculty and resident doctors are required to be present for at least 75% of the total working days (excluding holidays). The faculty member who is on duty is not permitted to take any leaves during the vacation time, with the exception of sick leave and leaves taken since emergencies.
It would be ideal if housing rooms could accommodate two people. The hostels must have sufficient dining, entertainment, and security options available around-the-clock. However, the guidelines indicated that students who do not intend to use the hostel facilities may select their own residential arrangements without the college requiring “hostel fees.”
