50% reduced fee is not applicable for private colleges in Kerala?
The new guidelines of NMC for decrease in amount of fee for more than half seats that are approved are not applicable for private institutes in Kerala. This is a recent judgement from Kerala High Court (HC).
In the month of February, Indian Prime Minister, Narendra Modi, had stated about the fee would be reduced by 50% in medical institutes. The institutes will have to obey this decision. There are more than 85,000 seats for medical where half is in government colleges and half seats are in private institutes. An NMC member has stated that first the students will be given government medical colleges and the next option will be the private medical college seats. The admission is totally dependent on merit.
However, the Kerala HC stated that there is no government quota in Kerala medical colleges, so the guidelines of NMC cannot be applicable. In the year 2017, the Kerala HC passed Kerala Medical Education Act which had put an end to management as well as government quotas in medical colleges.
The judgement has stated that the AFRC (Admission and Fee Regulatory Committee) under the act has regulated the fee in private medical colleges in Kerala. According to the NMC guidelines, the fee will be on the basis of “not-for-profit” for the 50% seats. The operating cost will be formed on the fee structure basis.
The executive director of one private medical college stated that if 50% fee is decreased then the other cost need to be reduced, so the management quota seats will increase more.
The guidelines of NMC in Kerala might force medicine colleges to reduce cost of subsidy. These guidelines will fail to sustain the institutions. Many criteria like future prospects, infrastructural investments will be declined.
All total, three writ petitions were filed in the Kerala HC by the NMC. Two of the petitions is about seeking to bar regarding implementations of the NMC guidelines. This was filed by Associations and Federations of Management of Self-Financing Private Medical Colleges in Kerala. And the remaining one petition was filed by a 21 year old student of medicine, Fathima Thazkiya.
